When a part can't be had, you get options with the differences spelled out, and nothing is substituted without your approval.

Parts are bought through channels appropriate to the project. If a hard-to-find part is only available on the open market, that's disclosed with the risk, and you decide.
Consigned and mixed kits
Parts you supply are received and checked against the BOM. Shortages, mismatches, and attrition needs are reported before the build starts, not after it stops.
